Widely regarded as an early formulation of the neoconservatives' post-Cold War agenda, the 1992 draft Defense Planning Guidance was crafted by the few neoconservatives in the George Bush Senior administration. Although rejected at the time, the document's ideas about the use of preemptive force and forsaking multilateralism survived to become hallmarks of the administration of George Bush the younger.

Michael Joyce, who passed away in early 2006, was once described by neoconservative guru Irving Kristol as the “godfather of modern philanthropy.”
