Barr, an adviser to William Bennett's Americans for Victory over Terrorism, first rose to prominence in the conservative network in the late 1980s when he was appointed to a series of posts in the Justice Department in the administration of George H.W. Bush, mainly as a result of his ties to Bush’s White House Counsel C. Boyden Gray, whose support helped Barr eventually land the U.S. Attorney General job. (19)

Barr is listed in www.law.com’s “100 Most Influential Lawyers.” According to its summary of Barr’s work as Attorney General, he “is a longtime leading strategist and advocate for local phone companies in the ever-growing battle over rights to markets; argued Supreme Court case resulting in decision invalidating F.C.C. rules ordering Baby Bells to open up their networks to competitors; … [and has] close ties with key members of Congress [who] were considered critical in assuring provisions favorable to GTE in deregulation.” (18)

Verizon, where Barr is currently vice president, was created as a result of the merger between GTE and Bell Atlantic.
