    William Graham personifies the military-industrial complex with his close connections to the military, defense contractors, congressional threat-assessment commissions, and the Pentagon.

    Graham began his government career during Reagan's tenure, when he held various positions such as Arms Control and Disarmament Committee Chairman, NASA Administrator, and finally Reagan's Special Advisor on Science. During the Reagan era, Graham also headed the Office of Science and Technology. During the George H.W. Bush years, he chaired the committee on the Strategic Defense Initiative was a member of the Defense Science Board. Graham was also a member of both Rumsfeld Commissions (Missile and Space).     Graham started his career as an officer for the Air Force and obtained his training in physics and electrical engineering, later making him an attractive asset for those companies that sought to profit from a nuclear buildup. He would eventually join the boards of such defense contractors as Swales Aerospace, Defense Group Inc. and Jaycor. (1) (2)

    Graham is also a member of the board of advisors for the National Institute for Public Policy, a policy institute headed by Keith Payne that was instrumental in convincing George W. Bush to abandon the ABM Treaty and establishing the blueprint for the Bush administration's new nuclear weapons policy. (3)
